The Norman Regional Hospital Authority board will vote Monday on whether to approve the sale of up to $50 million in bonds, the largest single financing action on a packed agenda that also includes restructuring the hospital system's line of credit with BancFirst.

The board meets at 5:30 p.m. Aug. 24, in the first-floor board room at Norman Regional Hospital, 3300 HealthPlex Parkway.

According to the board's posted agenda, the $50 million bond authorization was first approved at the authority's April 27 regular meeting. Monday's resolution would ratify that earlier action and approve the actual sale of the bonds, notes or other debt instruments. The agenda specifies that competitive bidding requirements would be waived, with the bonds to be sold to a purchaser not identified in the public document.

What would the money fund? The agenda does not say. Norman Regional Health System operates a multi-campus hospital system serving south-central Oklahoma.

BancFirst line of credit

In a separate action, the board will consider extending its existing line of credit with BancFirst of Norman and converting that credit line into a variable-rate, five-year amortizing note. The conversion (listed as Obligation No. 5 under the authority's Master Trust Indenture) would also bypass competitive bidding. The dollar amount of the line of credit is not disclosed in the agenda.

A third financial resolution would amend the authority's Master Trust Indenture, originally dated June 1, 2017, between the authority and Argent Trust Oklahoma as master trustee.

Other business

Dr. Boyd, who chairs the Finance Committee, will present a report from the committee's Aug. 20 meeting and ask the board to approve June and July 2026 financial statements for the health system.

The board, chaired by Dr. Lobb, will also vote on a Utilization Review Plan and an Infection Prevention Plan, hear reports from the Strategic Planning Committee and Patient Quality & Safety Committee, and act on credentialing recommendations for 16 new provisional medical staff appointments, 11 advancements from provisional status and 30 reappointments across specialties including emergency medicine, surgery, pediatrics and OB/GYN.

An executive session is scheduled under Oklahoma's Open Meeting Act to discuss pending peer review and credentialing investigations with legal counsel.

The Norman Chronicle was unable to reach NRHA officials for comment on the purpose of the bond sale before publication. Monday's meeting is open to the public at 3300 HealthPlex Parkway, Norman.
