Norman and Noble residents can cast early ballots starting Aug. 20, at six Cleveland County locations ahead of the Aug. 25 Runoff Primary Election.
No excuse is needed.
The three-day early voting window closes Aug. 22 at 2 p.m.
Where to vote early
Three of the six sites are in Norman, according to the Oklahoma State Election Board:
- AST Resource Center, 1970 156th Ave. NE, Norman
- Cleveland County Fairgrounds, 615 E. Robinson St., Norman
- Sooner Mall, 3301 W. Main St., Norman
Noble voters can use the Noble Public Library, 204 N. 5th St.
The remaining sites are Moore Public Library, 225 S. Howard Ave., Moore, and Moore Norman Technology Center South Penn Campus, 13301 S. Pennsylvania Ave., Oklahoma City. Voters may use any of the six locations regardless of their assigned Election Day precinct.

- Thursday, Aug. 20: 8 a.m. to 6 p.m.
- Friday, Aug. 21: 8 a.m. to 6 p.m.
- Saturday, Aug. 22: 8 a.m. to 2 p.m.
What's on the ballot
The Aug. 25 ballot carries partisan primary runoffs and two state questions. Statewide runoffs include the Republican gubernatorial race between Attorney General Gentner Drummond and former state Sen. Mike Mazzei, a Republican state superintendent runoff between James Taylor and Robert Franklin, and a Democratic U.S. Senate runoff.
Two state questions appear on every voter's ballot regardless of party registration:
- State Question 844 would amend the Oklahoma Constitution to change how the state reimburses local governments, including school districts, for property tax revenue lost under the five-year ad valorem tax exemption for manufacturing facilities.
- State Question 846 would enshrine voter ID requirements in the constitution. Oklahoma already requires proof of identity by statute; SQ 846 would make the requirement harder for future legislatures to alter, The Oklahoman reported.
Oklahoma is a closed primary state, so registered independents cannot vote in partisan runoffs but can vote on both state questions.
Past runoff turnout
Runoff elections draw fewer voters. In the 2018 Republican gubernatorial runoff, about 300,000 voters participated statewide. Four years later, Ryan Walters won the Republican superintendent nomination with just 149,147 votes.

Voters who miss the early window can cast ballots at their assigned precinct on Aug. 25. Sample ballots and polling-place assignments are available through the Oklahoma Voter Portal at okvoterportal.okelections.gov. The Cleveland County Election Board office is at 641 E. Robinson St., Norman.
